Published 1980 – Jusqu’en 1973, le problème du Tiers-Monde était considéré comme marginal. II ne touchait l’opinion que par son aspect affectif ou dramatique – la pauvreté, la faim, la guerre, les grandes sécheresses et les inondations. Il n’intéressait les Etats que par ses incidences sur l’approvisionnement en matières premières. Tout à coup, avec la crise énergétique, il est devenu le problème central du devenir mondial. Ce sujet, toujours d’actualité, préoccupe le Club de Rome depuis sa fondation.
Estimant que nous allons vers un monde invivable, opposant 80 % de pauvres à 20 % de riches, les économistes du Club n’ont cessé d’insister sur l’impératif d’une stratégie planétaire pour éviter cette cassure dramatique de l’humanité. Dans ce livre, pour la première fois, la question du Tiers-Monde est située au coeur même de la “problématique mondiale” des vingt années à venir. L’auteur propose une nouvelle géo-politique car il apparaît que le monde est devenu un système global et que les cent cinquante Etats qui constituent les Nations – soi-disant Unies – sont incapables d’en assurer la gestion. Il démontre que seul le principe communautaire permettrait au Tiers-Monde de surmonter ses difficultés.

Low- and middle-income countries: three quarters of the world
Until 1973, the problem of the low- and middle-income countries was considered marginal. It affected public opinion only through its emotional or dramatic aspects—poverty, hunger, war, severe droughts and floods. Governments were interested in it only because of its impact on the supply of raw materials. Suddenly, with the energy crisis, it became the central issue for the future of the world. This topic, which remains relevant today, has been a concern of the Club of Rome since its founding.
Believing that we are heading toward an uninhabitable world, pitting 80% poor against 20% rich, the Club’s economists have consistently emphasised the imperative of a global strategy to prevent this dramatic rupture in humanity. In this book, for the first time, the issue of the low- and middle-income countries is placed at the very heart of the “global challenge” for the next twenty years. The author proposes a new geopolitical framework, as it appears that the world has become a global system and that the 150 states that make up the so-called “United Nations” are incapable of managing it. He demonstrates that only the principle of community would enable the low- and middle-income countries to overcome their difficulties.
