The first Global Stocktake (GST) will take pla ce at COP28 and will provide a comprehensive assessment of progress on the Paris Agreement. It is clear that we are not on track to meet key goals o f the agreement\; limiting global average temperature rise to 1.5°C above pre-industrial levels and aligning finance flows with a pathway towards l ow greenhouse gas emissions and climate-resilient development.\n\nThe COP process is in urgent need of reform\, as the current negotiations are not working\, the window for action is closing and failure to act risks crossi ng irreversible Earth tipping points.
