Jesús Moneo, committed to the future
I met Jesús Moneo Montoya in the late 1960s when together with the Minister Villar-Palasí, Ricardo Díez-Hochleitner and José Blat Gimeno, we endeavored to put education where it should be: in a place given absolute priority, and far from the influence of ideological, doctrinal or circumstantial debate.
Education is the future and the goal that Jesús Moneo pursued from the start (because the future has yet to be written) was to overcome inertia and achieve in the present the profound changes that are urgently needed to illuminate the horizons of tomorrow.
Moneo’s greatest commitment was to the future generations.
Lawyer, avid reader, familiar with international institutions and important groups of intellectuals worldwide, he soon became a member of the Club of Rome (another student of Aurelio Peccei!) and was the president of the Spanish Chapter of the Club of Rome from 1994 until 2001 when he became its Honorary President and Director General. Isidre Fainé was, thereafter, an excellent President; Ricardo Díez Hochleitner was a first-class President of the International Club of Rome for many years; Pere Durán Farell, with his unequaled vision of a more just future for all… but it was Jesús Moneo Montoya who always kept the flame burning in difficult times.
Director of the EsPES’2000 Educational Forecasting Program (Autonomous University of Barcelona, together with the University of Santiago and the Polytechnical University of Valencia); Member of the Guidance Committee of the OCDE’s LNTERFUTURS study (1977-78); Member of the Board of Directors of the International Association FUTURIBLES and member of the Scientific and Technical Advisory Committee for several years. And since 2000 he has been a member of the Board of Trustees of the Culture of Peace Foundation.
I would like to underscore two moments in his long career characterized by his firm will to achieve a future more compatible with human dignity: he was President and Director General of the National Forecasting Institute of the Office of the President of the Government from 1976 to 1979. President Suárez greatly regretted that this institution was sacrificed by budget cuts implemented at that time, which didn’t take into account that if anything should be saved it is the seed banks to provide the future that citizens deserve.
And another very important contribution, especially in the early 1970s, was the Seminar on Defense Forecasting, CESEDEN, that he founded and presided until 1983.
I appointed him scientific advisor and member of the International Council during the years that I had the honor to direct UNESCO (1987-1999).
Fellow travelers for so long, I have thankful memories of so much of his knowledge, information and so many of his action plans. As is common in such instances, there are people who are physically absent, who are invisible… but the luminous reflection of their works, writings and, above all, their examples remain.
For Cecile, and all of his family and numerous friends, my sincerest condolences.
Jesús Moneo, that universal citizen from Asturias, left us a message of hope, a great legacy: human beings can invent their future and nothing is inexorable.

Jesús Moneo, un compromiso de futuro
“Del pasado, extraer lecciones para diseñar el futuro que anhelamos”.
Conocí a Jesús Moneo Montoya al final de los años sesenta, cuando ya nos esforzábamos, con el Ministro Villar-Palasí, Ricardo Díez-Hochleitner y José Blat Gimeno, en situar la educación donde debe estar: en el espacio que corresponde a una prioridad absoluta, fuera de la influencia del debate ideológico, doctrinal, circunstancial.
La educación es el futuro y la misión que Jesús Moneo se trazó desde siempre fue procurar –el por-venir está por hacer- vencer la inercia y realizar en el presente las transformaciones en profundidad que se requieren con apremio para esclarecer los horizontes del mañana.
El gran compromiso de Moneo eran las generaciones venideras.
Abogado, lector empedernido, conocedor de las instituciones internacionales y de los grupos de reflexión más importantes a escala internacional, se incorporó pronto al Club de Roma -¡otro alumno de Aurelio Peccei!- y fue Presidente del Capítulo Español del Club de Roma desde 1994 hasta 2001 en que pasó a ser Presidente de Honor y Director General del mismo. Isidre Fainé, desde entonces excelente Presidente; Ricardo Díez Hochleitner Presidente de primera clase del Club de Roma Internacional durante muchos años; Pere Durán Farell, con su inigualable visión de un futuro más justo para todos….. pero quien guardó siempre la llama, en momentos difíciles, fue Jesús Moneo Montoya.
Director del Programa EsPES’2000 sobre prospectiva de la educación (Universidad Autónoma de Barcelona con las Universidades de Santiago y Politécnica de Valencia); Miembro del Comité de Dirección del estudio LNTERFUTURS de la OCDE (1977-78); Miembro del Consejo de Administración de la Asociación Internacional FUTURIBLES y Miembro de la Comisión Asesora Científica y Técnica durante varios años. Desde el año 2000 formaba parte del Patronato de la Fundación Cultura de Paz.
Quiero destacar dos trechos de su larga trayectoria marcada por la irreductible voluntad de procurar un provenir más adecuado a la dignidad humana: fue Presidente y Director General del Instituto Nacional de Prospectiva de la Presidencia de Gobierno de 1976 a 1979. Esta institución se sacrificó, muy a pesar del Presidente Suárez, en los “recortes” de aquel momento que no tuvieron en cuenta que si algo debe mantenerse es el semillero del porvenir que los ciudadanos merecen.
Y otra contribución muy importante, especialmente al inicio de la década de los setenta, fue la de fundar y presidir el Seminario de Prospectiva de la Defensa, CESEDEN, hasta 1983.
Le nombré asesor científico y miembro del Consejo Internacional durante los años en que tuve el honor de dirigir la UNESCO (1987-1999).
Compañeros de viaje durante tanto tiempo, son muchos los conocimientos, informaciones y propuestas de acción que permanecen en mi memoria agradecida. Como sucede en estos casos, son personas que se ausentan físicamente, que se hacen invisibles… pero permanecen por la estela luminosa de sus obras, de sus escritos, de su ejemplo sobre todo.
A Cecile, a todos los suyos, a sus numerosos amigos, mi condolencia más sincera.
Jesús Moneo, asturiano ciudadano universal, nos deja un mensaje esperanzador, un gran legado: la especie humana puede inventar su futuro y nada es inexorable.
